As the guy who ripped and uploaded this and some other Blitz titles, I can confirm that (on the PS2 version at least) the cutscene music and dialogue are stored on the same wav file but on different audio channels, so I only had to mute the channel with the dialogue while leaving the others on and there you go. For some reason this, Taz: Wanted and Tak and the Guardians of Gross are the only Blitz games (no pun intended) I have seen so far to have cutscenes like this.
