As The Cutting Room Floor says, Little Magic for the Super NES was planned to be a sequel to the arcade platformer named Toki. Seemingly, both games were developed by TAD Corporation. After TAD was closed while developing Toki sequel, its rights were sold to Altron, who reskinned it into Bomberman-like game with magic girls. Hence why there is an unused level theme that couldn't fit the game.
Also, the Super NES original has light and soft music, while the Game Boy Color port replaced it with dark and edge music. The cutscenes, some parts of main levels, the additional levels and the character designs are different as well.
