This game is actually called "過激ゲーム" (Extreme Game) Kageki gēmu, not simply "Kageki."
I did a little research to find the original game that matches the box art on the OST page;

The info pertaining to the release date (1998) and developer, Illusion, are correct.
I also found higher resolution image of the box art:

In addition, the only "Kageki" I could consistently find was a brawler/fighting game.
