I know who made it. It's Shiru Otaku. I know his VGM Music Maker for BMB games and one of two tracks of Little Bombers Returns (Маленькие бомберы возвращаются), a Bomberman clone developed by Volcano Crate and published by Alawar and later MasterOfRemakes Interactive. Looks like, Piko Interactive hired him for creating the NES Jim Power game.
