Really? I didn't think of it! I never played far enough into this game to know that. I have of course played this game in emulated form, but although I unlocked almost everything, I wasn't able to earn enough stars to unlock that secret ending. Hence my not knowing about this.
The reason I said certain people would not be "allowed" to hear the track in question was because PC emulators and Virtual Console do not support multiplayer, and one game's stars are only available in multiplayer play, stalling single-play players from 100% completing the game; and also because all Museum titles beyond the first eight (i.e., the games from the first two G&W Galleries' museums) cannot be unlocked in single-play until every star in the game is collected. These two factors also contributed to my misunderstanding.
The "Museum Titles" track is NOT used for entries in the Museum. Rather, it appears in a secret ending that appears when the player has collected all 120 stars - an achievement that's impossible to earn if playing the game in single-player only.

So if you've played this game in unauthorized emulated copies or on Virtual Console, then you have not even been allowed to hear that track.
Without these unauthorized copies, the music wouldn't be able to be ripped from the game's rom, and the soundtrack wouldn't even be on here for people to enjoy. Do you work for nintendo? Cause it sure sounds like you believe you have any authority over which tracks we're "allowed" to hear. Either tell your lawyers that we're not supposed to be "allowed" to hear one of the songs or go get some therapy.

I sit here with tears in my eyes
This was the first chiptune music I ever heard,
many memories I almost forgot came back and many feelings
thank you so much
