A rather odd duck (out of many) within the Technos Japan-developed side of the Double Dragon franchise, as this is a Kunio-kun game (Bangai Rantou Hen) reskinned to look more like a serious Double Dragon title. Though the gameplay and music engine are evidently still very much Kunio.

If I remember right, Kazuo Sawa was given the driving seat for Double Dragon's 2nd Game Boy outing internationally, unlike Bangai Rantou Hen.

Actually, it's his very first go at the Game Boy, and Sawa-san went in guns-a-blazin' with what Bangai gave him instrumentation-wise.
