Tokyly: Hm, Org. 13 was the uniting of Higher Nobodies to work towards a common goal, they are not really above eachother, and Xemnas is only the leader because it was his idea in the first place, afterall it was the 6 apprentices that started org. 13 anyways. So it was probably the dusks talking.
