Legato2471: My opinion, they don't look smart they're just flashy and gaudy and a way to brag without saying a word. As for legality that probably varies from state to state and city to city. Your best bet would be to check your city's website for a book with the laws in it and try to find it there or simply phone up someone who works for the courts and ask them.
