Technically, the console this game is marked for should be "Sega Mega Drive", as The Wily Wars never released outside Japan and Europe and thus never came to the "Genesis".
I had a little argument with myself over whether to call the console Genesis or Mega Drive on the site, because well, I'm a European.
In the end, Genesis won out on the account of having fewer characters and being easier to write out
Creating separate categories for both would create too much redundancy. Its best to just note facts like these in the comments.

Well, it did(kinda). With the exception of being a SEGA Channel exclusive, plus there are reproduction cartridges, not that it matters.
