Xigbar: It's already confirmed that the Organization XII members from CoM (Vexen, Lexaeus, Zexion, Marluxia and Larxene) are the toughest boss and harder than Sephiroth. In KH2, the toughest boss fight in the Organization boss battles are Xaldin, Xigbar and Xemnas (because they are the founders of Organization XIII so that means Vexen, Lexaeus and Zexion are definitely toughest to defeat too) I don't know about Marluxia and Larxene but they're compare to Saix, Axel, Demyx and Luxord.
